Should I Eat At Least 1200 Calories A Day, Or Should I Net At Least 1200 Calories A Day After Exercise?

I've always heard that an adult woman should consume at least 1200 calories a day, but now I am seeing food diary calculations that suggest I should net at least 1200 calories a day... Calories eaten minus calories burned must be at least 1200.

I'm only 5 foot 1 inch tall and weigh 128, which would not be bad, except my body fat percent is 37.2%.
