How Do I Lose Weight And Gain Lean Muscle?

One month ago I weighed 148lbs I started going to the gym, doing 1 hr of cardio and 1 hour of weight training. I have not lost any inches, I am now heavier, now weighing 152Ibs. I know muscle weighs more, but I have a lot of fat to burn around my stomach and upper/inner thighs. How do I lose weight and gain muscle. I am naturally a muscular person I don't have stick arms or legs. HELP!!!!
