You can hang from a pull up bar--or anything that allows you to suspend yourself. Simply grab onto the bar, let your body hang, and raise your knees up as high as you can. Let your legs back down, and repeat. I would imagine the more slowly and controlled the reps are performed, the more effective the exercise is.
